Paper cutter does not cycle - Challenge Spartan 120

The paper cutter will not always cycle to cut paper when both L and R buttons are pushed within a very close period of time.
Please view the videos to see it malfunctioning.

The instruction manual does not give any information about adjustments to operating window for the left and right buttons.

The manual does say that the hood switch must be reset, and the blade up switch and the clamp up switch must be depressed. In the video, these switches are reset or depressed.
